Benefit Highlights

BFCSY’s benefit package is designed to meet the needs of employees and their family members, including same sex partners and dependent children. The agency considers the relationship with employees to be collaborative and offers benefit programs focusing on their overall health and financial well-being. Our employees have the opportunity to select programs that meet their needs now as well as in the future. This summary highlights information about each of the benefit options available to all eligible employees.

Benefit Eligibility

All full-time and part-time employees, working more than 20 hours per week, are eligible to participate in BFCSY’s benefit programs. Please see specific benefits as to eligibility.

NOTE REGARDING ITEMS MARKED WITH AN ASTERISK (*): Pre-tax premium and benefit deductions are an option as determined by the IRS.


* Health Insurance

Eligible First of the Month Following Date of Hire - Paid by BFCSY and Employee

Employees can participate in our national Preferred Provider Organization (PPO) medical plan, and includes coverage for both in and out of network services. BFCSY pays 75% for employee only coverage and 70% toward family coverage.

Health Reimbursement Accounts (HRA)

Employees who elect Health Insurance automatically receive the HRA - Paid by BFCSY

An HRA is an employer-funded account used to pay qualified medical expenses. When applicable, the HRA Vendor automatically pays your provider directly via a back end claim sweep process.

* Dental Insurance

Eligible First of the Month Following Date of Hire - Paid by BFCSY and Employee

Employees can participate in our national Preferred Provider Organization (PPO) dental plan and includes coverage for preventative and diagnostic, basic, major and orthodontia services. BFCSY pays 100% for employee only coverage and 70% toward family coverage.

* Voluntary Vision Insurance

Eligible First of the Month Following Date of Hire - Paid by Employee

Employees can participate in our voluntary vision program which includes in and out-of-network coverage on annual eye exams, frames, lenses, lens enhancements, lens upgrades, additional pairs of eyeglasses, eyewear accessories, contact lenses and laser vision correction surgery.

* Flexible Spending Accounts (FSA)

Eligible First of the Month Following Date of Hire - Paid by BFCSY and Employee

Flexible Spending Accounts allow an employee to set aside pre-tax dollars for reimbursement of qualified medical and/or dependent care expenses in accordance with IRS regulations and the plan limits.

* Dependent Care Spending Accounts (DCA)

Eligible First of the Month Following Date of Hire - Paid by BFCSY and Employee

Dependent Care Spending Accounts allow an employee to pay for eligible dependent day care expenses, and/or child and elder care companion services, with pre-tax dollars. This is in accordance with the IRS regulations and the plan limits.

NYS Short-term Disability Insurance (NYS STD)

Eligible Date of Hire - Paid by BFCSY and Employee

NYS STD is a state mandated income protection and applies if the disability is for a non-work related accident or illness. Benefits equal 50% of your average weekly income, up to a maximum of $170 per week.

Long-Term Disability Insurance (LTD)

Eligible First of the Month Following Date of Hire as a Full-time Employee - Paid by BFCSY

LTD pays a benefit up to 60% of your annual salary to a maximum of $5,000 per month when you are out of work for more than 180 days due to a non-work related accident or illness. The plan has a minimum benefit of $100.

Accidental Death & Dismemberment Insurance (AD&D)

Eligible First of the Month Following Date of Hire as a Full-time Employee - Paid by BFCSY

Additional AD&D insurance pays up to two (2) times an employee’s annual base salary up to a maximum of $200,000 in the case of a serious injury or accidental death due to a covered accident.

Life Insurance

Eligible First of the Month Following Date of Hire as a Full-time Employee - Paid by BFCSY

Term life insurance is provided in an amount equal to two (2) times an employee’s annual base salary to a maximum of $200,000.

* Voluntary Life Insurance

Eligible First of the Month Following Date of Hire as a Full-time Employee - Paid by Employee

Voluntary life insurance can be purchased in addition to the Term Life Insurance paid by BFCSY. Guarantee Issue amount up to $100,000 for all new hires, up to $50,000 for Spouses and up to $10,000 for children of newly hired employees is available.

Supplemental Insurances

Eligible Date of Hire - Paid by Employee

An employee can purchase additional supplemental insurances through AFLAC, including Cancer, Accident, Short-term Disability, Hospital and Life.

Defined Benefit Retirement Savings Plan

Eligible Date of Hire - Paid by BFCSY

Eligible employees are enrolled in a non-contributory defined benefit retirement plan and are fully vested after five (5) consecutive years of service.

* Employee Owned 403(b) Retirement Savings Plan

Eligible Date of Hire - Paid by Employee

Employees can contribute tax deferred funds via payroll deduction to an annuity owned by the employee. The employee can participate with a variety of vendors in an amount up to the IRS maximum limit.

403(b) Thrift Retirement Plan

Eligible Date of Hire - Paid by BFCSY and Employee

Eligible employees are enrolled in the 403(b) Thrift Retirement Plan, fully vested after six (6) years of service and can salary defer immediately upon employment. After one year of service and at least 1000 hours during that year, eligible employees will receive an employer base contribution and BFCSY will match an employee’s own deferral contributions up to the set plan limit.

Paid Time Off

Eligible Date of Hire

Employees are eligible for paid time off under both a Combined Leave Time (CLT) pool and an Extended Illness & Bereavement Leave (EIBL) pool policy. Regular full-time employees earn CLT and EIBL on an accrual basis as of date of hire and can accrue twenty (20) CLT days and five (5) EIBL days per year. Accumulation of annual CLT increases with years of service.

Part-time employees working 20 hours or more per week accrue CLT and EIBL on a pro-rated basis.

Tuition Assistance Reimbursement Program

Eligible After One Year of Service as a Full-time Employee

Eligible employees must have courses pre-approved in order to be eligible for reimbursement. Employees may be reimbursed for work related degree, non-degree and certification/licensure programs courses, classes and/or exams. Reimbursement is dependent on the availability of funds for a specific fiscal year and other provisions of the policy.

Employee Assistance Program (EAP)

Eligible Date of Hire - Paid by BFCSY

EAP is designed to provide confidential and professional assistance for personal and/or professional issues affecting your quality of life. EAP staff members will assist you and your family members with a wide variety of personal, financial, legal and wellness issues.

Credit Union Memberships & Discount Programs

Eligible Date of Hire

Employees are eligible for membership with several credit unions, discounted banking services with a large financial institution and a discount program with a premiere cellphone vendor.

Benefits are based on employment status and/or number of hours worked. Detailed explanations of coverage are provided in applicable plan booklets, policies or summary plan descriptions.
